Pandemia e solidarietà. Cosa facciamo, cosa si può fare (ITA/EN)

Da settimane siamo sottoposti a misure straordinarie di limitazione della libertà di movimento per far fronte all’emergenza causata dalla pandemia di Covid-19. Questi provvedimenti sono ancor più importanti per tutelare la salute di chi è particolarmente vulnerabile, come anziani e immunodepressi, che non possono correre il rischio di uscire di casa e frequentare luoghi come supermercati, ma allo stesso tempo sono tra coloro che più hanno bisogno di servizi. Per questo, diverse associazioni di volontariato si sono attivate sotto il coordinamento del comune di Trento e hanno attivato il servizio «Trento si aiuta» per recapitare cibo e medicinali ed in generale per restare vicini alle persone che rischiano il completo isolamento. A questo sforzo partecipano anche attivisti/e e volontari/e del Centro Sociale Bruno.

Vi sono anche emergenze più specifiche, dovute al fatto che la pandemia non è affatto democratica e impone un prezzo più alto a chi già vive in condizioni di povertà, isolamento e segregazione, come senzatetto e richiedenti asilo. In questo momento, purtroppo, molte delle nostre attività collettive hanno visto una battuta d’arresto, ma i nostri spazi continuano ad accogliere alcune persone senza casa, e in generale continuiamo a prestare attenzione a tutte quelle problematiche che investono chi vive ai margini della società. Alla chiusura forzata dello spazio fisico del Centro Sociale contrapponiamo con convinzione l’apertura del luogo politico, le cui attività sono tuttora attive, seppur rimodulate.

Lo sportello di orientamento legale per migranti continua a offrire il proprio servizio telefonicamente (Irene: 328 3111404). Similmente, volontarie e volontari della scuola di italiano LiberaLaParola si sono presto riorganizzati e continuano le lezioni per piccoli gruppi via posta elettronica chat e videoconferenza (per maggiori info liberalaparolatrento@gmail.com).

Ma continua soprattutto l’azione di monitoraggio svolta assieme alle diverse realtà che compongono l’Assemblea Antirazzista di Trento, che il 16 marzo si è rivolta al comune di Trento chiedendo che i dormitori per i senzatetto rimanessero aperti 24 ore su 24 in questo momento di emergenza. La richiesta ha trovato l’adesione di numerose associazioni ed è stata accolta dal comune. I posti disponibili in queste strutture non sono però sufficienti a dare un tetto e un luogo sicuro a tutte le persone che in questo momento non possono stare a casa perché una casa non ce l’hanno. Per questo motivo il 21 marzo l’Assemblea Antirazzista ha rivolto al comune una seconda lettera aperta. Troppe domande rimangono ancora a tutt’oggi senza risposta:

«Quali misure sono state adottate per garantire un posto sicuro (sia di notte che di giorno) a tutte le persone senza dimora che non sono accolte nelle diverse strutture?

Quante domande ancora in attesa ha in questo momento lo Sportello Unico?

Quali sono le misure adottate per informare tutte le persone senza dimora presenti sul territorio di Trento rispetto ai rischi della pandemia in corso?»

Allo stesso modo non ha ricevuto alcuna risposta la sollecitazione, rivolta sempre dall’Assemblea Antirazzista, alla Provincia di Trento in merito alle condizioni dei rifugiati presenti nella residenza Fersina, segnalando che:

«Le condizioni igienico sanitarie sono tornate al livello della scorsa estate; mancano i necessari controlli sulle condizioni di salute delle oltre 250 persone costrette a condividere gli spazi; non vengono effettuati interventi né di manutenzione né di ripristino dei servizi igienici al momento inutilizzabili; unico presidio sanitario di cui siano a conoscenza gli ospiti della residenza è il dispenser di sapone igienizzante posto nell’atrio di ingresso».

Alla segnalazione ha fatto seguito una piccata risposta di Croce Rossa, che gestisce la struttura, e a cui l’Assemblea Antirazzista ha a sua volta risposto ricordando le responsabilità di chi ha smantellato il sistema di accoglienza diffuso sul territorio per concentrare i richiedenti asilo in una struttura inevitabilmente sovraffollata come la Fersina.

Un altro elemento di preoccupazione è quello inerente la possibilità per le persone senza dimora, ma anche più in generale di chi è rimasto senza alcuna forma di reddito, di poter trovare un pasto. A Trento la distribuzione di pasti per le persone in difficoltà ricade in questo momento interamente sulle spalle della Mensa della Provvidenza dei frati minori cappuccini e sul Punto d’Incontro. La mensa dei frati cappuccini (che hanno recentemente avuto 4 lutti) prosegue le sue attività distribuendo pasti al sacco alle 17.00 e in questi giorni vi è la necessità di trovare nuovi volontari per riuscire a tenere aperto il servizio. La cooperativa Punto d’Incontro anche in questa difficile situazione continua a fornire i propri servizi e alcuni giorni fa ha fatto un appello perché occorrono guanti, mascherine e disinfettanti: saremo grati a tutte e tutti coloro che porteranno questi prodotti prima delle 17 presso la sede della cooperativa in Via del Travai.

L’interruzione di molte attività economiche sta inoltre facendo aumentare rapidamente il numero di persone che, anche avendo un tetto, non hanno i soldi necessari a fare la spesa. Trentino Solidale ha dovuto sospendere la sua attività di raccolta delle eccedenze alimentari e di distribuzione pasti. Prosegue invece l’attività del banco alimentare ed il consiglio è quello di rivolgersi al numero messo a disposizione dal comune (0461 884474). In caso di difficoltà a fare la spesa si può provare anche alla croce rossa (366 1811753 o trento@critn.it).

Appare evidente che se in questo momento lo stato di necessità primario sia la tutela della salute collettiva al tempo stesso, come ci si poteva aspettare, ne emergano con prepotenza altri. Abbiamo visto tutti in questi giorni gli articoli di cronaca e il dibattito sui social media in merito a chi non ha più i soldi per mangiare. Siamo di fronte a una crisi per cui quelli che prima erano “lavoratori a basso reddito”, precario e in nero, si ritroveranno ad essere “disoccupati senza reddito”.

Appare altresì evidente che la solidarietà non può essere la sola risposta a queste problematiche, e per questo affianchiamo alla solidarietà una convinta azione politica volta alla redistribuzione della ricchezza e la garanzia di reddito per tutti e tutte, come sta chiedendo la campagna per il reddito di quarantena, con l’azione solidale a favore di chi si trova in stato di immediata necessità.

Attiviste e attivisti del Centro Sociale Bruno hanno attivato tutte le proprie capacità per rafforzare quel tessuto sociale che, solo, può attutire l’impatto che inevitabilmente questa emergenza avrà, specialmente sui più vulnerabili. Siamo però consapevoli di essere testimoni di un momento inedito, e benché spendiamo energie importanti a gestire il presente, la vera sfida sarà costruire il domani.

Un domani che dovrà essere diverso dal passato che ci siamo irrimediabilmente lasciati alle spalle e che ha contribuito a creare questa drammatica situazione.

La devastazione ambientale, i tagli alla sanità e allo stato sociale in generale, l’uso del razzismo per dividere i lavoratori e consentire l’ascesa di politicanti incapaci, sono tutti elementi che hanno contribuito a creare e a rendere più tragica la situazione che viviamo ora.

Se vogliamo avere un domani dobbiamo ripartire dalla solidarietà dal basso, dalla lotta per la dignità, affinchè le logiche del profitto non possano più schiacciare i bisogni delle persone.

Per conquistare casa, reddito, servizi pubblici e una vita degna per tutti e tutte.

Pandemic and solidarity. What are we doing, what can we do.

For weeks now, extraordinary limitations to our freedom of movement have been placed to contrast the Covid-19 pandemic. These measures are especially important to preserve the health of vulnerable people. Elderly and immunocompromised people, for instance, can’t risk leaving their homes, for example to go to the supermarket, but at the same time they are among those who need the most support. That’s why many volunteering associations, coordinated by the city, activated the service «Trento si aiuta», to deliver food and medicines to vulnerable people, and to stay close to those who risk being completely isolated. Activists and volunteers of Centro Sociale Bruno also take part in this initiative.

People who already live in poverty, isolated and segregated, like homeless people and asylum seekers, suffer the most from this pandemic, that obviously isn’t democratic. Unfortunately, because of this emergency, many of our activities had to stop, but our spaces keep housing some homeless people, and we keep paying attention to all the problems that affect people who live in the margins of society. Despite the forced physical closing of the Centro Sociale, our political activities continue, although reformulated to suit the situation.

Above all, the different realities that are part of the Assemblea Antirazzista di Trento keep monitoring the situation. On March 16^th they sent a letter to the city, asking for homeless shelters to be open 24/7 in this time of emergency. Many associations adhered to this request, that was finally granted by the city. However, in the existing structures there isn’t enough space to give a roof and a safe space to all those people that can’t stay home, simply because they don’t have one. That’s why, on March 21^st, the Assemblea Antirazzista wrote another open letter to the city. Too many questions, like the following, still have no answer.

«Which measures were taken to grant a safe place (night and day) to all the homeless people that can’t be welcomed by the existing structures?

How many pending requests does the Sportello Unico have as of now?

How are homeless people in Trento being informed of the risks of the pandemic?»

When the Assemblea Antirazzista urged the Province to give an answer about the conditions of the refugees that are staying in the Fersina residence, it still didn’t get an answer. They report:

«The level of hygiene and the sanitary conditions are back to how they were last summer. The health conditions of the over 250 people that must share spaces aren’t being properly checked. The hygienic services are unusable at the moment, and they aren’t being fixed. The only medical aid the guests know of is the soap dispenser in the entrance hall».

The Red Cross, that manages the structure, answered dryly to the report. The Assemblea Antirazzista, in turn, replied reminding their responsibility to who replaced the system that spread the welcoming of asylum seekers in the territory with cramming them in an inevitably overcrowded structure like the Fersina.

The possibility for homeless people, and in general whomever found themselves without any income, to get a meal, is also an element of concern. In Trento, as of now, this responsibility is solely on the Mensa della Provvidenza, managed by the Friars Minor Capuchin (who are grieving 4 friars), and the Punto d’Incontro. The friars’ soup kitchen keeps distributing packed lunches at 5 pm, and they are looking for volunteers to keep the service going. The cooperative Punto d’Incontro keeps providing its services, even in this difficult situation. A few days ago they made an appeal asking for gloves, masks and disinfectants. We thank everyone who will bring these products to their premises in Via Travai until 5 pm.

Due to the stop of many business activities, there are many people who, despite having a house, don’t have any money for buying groceries. Trentino Solidale had to stop collecting food surpluses and handing out meals. On the other hand, we advise anyone who might need the help of the food aid programme to contact the number provided by the city (0461 884474). Although right now the main worry is clearly safeguarding the public health, at the same time, as expected, other problems and necessities are arising. Everybody has seen news stories and debates on social media about people who don’t have any money to eat. We’re facing a crisis that causes those who before were “low-income workers”, temps and irregulars, to become “unemployed and with no income”.

Clearly solidarity can’t be the only answer to this kind of problems. That’s why, in addition to giving support to those in urgent need for help, the campaign for a quarantine income asks for the redistribution of wealth and a guaranteed basic income for everyone.

Activists of Centro Sociale Bruno are acting to strengthen the social fabric that can help break the fall for those who are the most vulnerable to the inevitable impact this crisis will have. We are aware that we are living an unprecedented situation, and while we are trying to deal with the present the best that we can, building the future will be the true challenge.

The past we irrevocably left behind contributed to create this dramatic situation, so the future will have to be different.

Environmental destruction, cuts to public health and the welfare state in general, racism as a way to divide workers and allow incompetent politicians to rise, are all elements that contributed to create and worsen the dramatic situation we are living right now.

If we want to have a future, we must start from solidarity from the bottom and the fight for dignity, to make it impossible for the logic of profit to step on people’s needs.
